user facing issue to see the PDF content in preview

There is an issue reported through client care team, and user facing issue to see the PDF content in preview, but the content shown in downloaded PDF. Attached more details to troubleshoot. Please do the needful to fix this issue.
Incident number : INC3563630
Content : Client Care Team has reported an issue for Client ID 78451 with Employee Portal Tax Vault not being able to preview the contents of a PDF document. The PDF document has fillable cells, that are visible when downloaded the form but not visible when trying to preview the document.
The preview of the document shows a loading spinner on each page
