2FA for Managed Users disabled

I am trying to enable the 2 FA for managed users in our Business Plus account but the option appears disabled (grey colour and no option to click).

Note that implementing 2FA for all managed users is only available for Enteprise and above. Meanwhile, each users can still enable 2FA in their respective Box accounts.
