No "Add User" button to add users

I just signed up for Box today (3/20/24) for the Enterprise account, I am supposed to be able to register up to 3 internal users.  The help function tells me to (1) go to the admin console, (2) head to users & groups, (3) click the manage users tab, and then (4) click the add users button.  The first three steps work fine, but for the last one, there is no add users button.  There is a section for "add teammates" in a menu on the right, but it's not clickable.  I have no idea what to do - this is incredibly frustrating.
