ユーザーを追加出来ません

ユーザーを追加することが出来なくなりました。
「ユーザーとグループ」の画面で「ユーザーを追加」のボタンが表示されません。先月までは問題なく追加出来ておりました。
管理者へも確認しましたが、権限の変更は行っていないとのことです。
権限は「共同管理者」になります。
UIの変更に伴い手順が変わったのでしょうか。解決策をご教示願います。

You can no longer add users.
The "Add User" button is not displayed on the "Users and Groups" screen. I was able to add it without any problems until last month.
I also checked with the administrator, and they have not changed the permissions.
The authority will be "Co-Administrator".
Please note that the procedure has changed due to the UI change. Please tell me the solution
