Cannot upgrade

When I upgrade my account from Indivisual to Box Starter, I get the following error and cannot upgrade.

My credit card payment status is fine and I should have entered my address correctly.
Errors are very confusing and I can't figure out what's wrong.
How can I upgrade?

One day I was able to register successfully.
It was around 0200 Japan time, and I entered my first and last name in the name. Address etc. was also in English.
However, there are some strange things. The information that had been registered unsuccessfully and in error many times before was registered as secondary payment information.
I have been deleting them in my spare time.
