Excel file is being edited

When my client tries to open a specific excel document in the 'excel online' they get the 'someone else is editing this workbook' but they are able to open it locally by using the 'open this file on your desktop.'

Is there any way as an admin I can figure out why this file is getting locked but only affecting the excel online ability?  It only seems to be affecting this particular user.
