Error: access_denied_insufficient_permissions when creating an app user

When trying to create an app user I get the following error:

 

{"type":"error","status":403,"code":"access_denied_insufficient_permissions","help_url":"http:\/\/developers.box.com\/docs\/#errors","message":"Access denied - insufficient permission","request_id":"........"}

 

I already make sure that the Developer Token is not expired and Im following this example:

-H "Authorization: Bearer ACCESS_TOKEN" \
-d '{"name": "Ned Stark", "is_platform_access_only": true}' \
-X POST

  I am having the same error.
  Let me provide some further info.
  I am on a sandbox account.
  I want to create users with: POST 'https://api.box.com/2.0/users'

  with the payload: 

  {

     "name": "Test User",

     "is_platform_access_only": true,

     "external_app_user_id": "user-1-in-boxpoc"

  }
  
  
  

  And this is the payload that I found on: https://developer.box.com/guides/users/create-app-user/
  Please, update this documentation with all the steps necessary.
