Can Sync Status of a Folder and User be determined?

Is there an API request that will determine if a user is syncing a particular folder?

   The best way I can suggest to do this (assuming you are an admin or have an app with the ability to impersonate your enterprise's users) would be to use the As-User header to impersonate the user and make an API call to `GET /folders/?fields=sync_state`.  This will tell you if the user has synced this folder or not.
