Cannot transfer admin to co-admin

I need to be removed from the account. There is already a verified co-admin. I cannot transfer admin rights to him. I get this message: "You do not have permission to confirm this administrator transfer. You may not confirm the administrator transfer. Please log out and try again after logging in as the administrator."
