    Has this issue been resolved?  I am having the same problem.  Definitely hesitating to upgrade to Monterey.

    Same for me. Upgraded to 11.6.1 and now getting the following message. When I open Security & Privacy there's no prompt to allow an extension to load.

    Please investigate this.
