Using Relay to move a folder to another folder

We are trying to automatically move Closed cases from their existing folders to a Closed case folder based on an event such as a specific text file uploaded, or a metadata tag added or even a manual event. As background, our users have upload viewer permissions, so they can't move them themselves.

We are trying to use Relay, but it appears that only through folder actions you have an option to act on the "folder that triggered the flow". Otherwise, you have to specify a folder to be moved and that would not work for us; we want that step to be "the folder that triggered the event" so that it doesn't matter which one of the folders a user selects, they would be able to start the workflow and cause the folder to move.

Has anyone developed a process that allows them to move folders based on a user action?
