Using Workflows to automate an email notifications to non box users

Is this possible?  Can I setup a workflow to automatically notify anyone that a new file is ready with a link to it?

  Hello,

  Was anything discussed on this topic? I would love to set a schedule to periodically email the most recent version of a file to a non-box user.
