Unable to upload file but still have space left
I am trying to upload a PDF file (7MB) and it says I have run out of storage room (Account storage limit reached).
I have 10GB allocated and 0GB used.
The owner has multiple other users (different directories) uploading without any problems.

From what I can see on my end, it looks like you are uploading to a collaborated folder. The reason behind you're having that issue is, the owner of the folder has reached the storage limit.
Please reach out to the user and have them check their folders.
