Make a file possible to only Edit ONLINE and no Download option
Is it possible to make a file accessible to only edit ONLINE and at the same time make the file blocked from being dowloaded by anyone?

You can make it possible for users to allow edit only via the Office online version if your organization disable Desktop apps such as Box Edit, Box Sync, Box Drive, etc. These desktop apps allow users to access Box contents on their desktop environment and edit using their native editor apps such as desktop MS office apps.
On the option to block anyone from being able to download a file, unfortunately, there is no way to do this due to a user's ability to download a content will be determined by their 'collaborator permission level' on the content. Users with Co-owner, Editor, Viewer Uploader and Viewer permissions will always have the ability to download contents they have been given access to.
