What is the difference between make 'available offline' and download now

What is the difference between pressing the cloud icon to download something in `Box Drive`, vs right-clicking in Finder and clicking `make available offline` for each folder?And why can i not than...

Hello! We just joined box, and we have just moved our previous cloud service onto box. We have the Enterprise plan with unlimited storage, but now it is not letting us upload new content and it says my storage is full.
