can not invite internal colaborator

Hello

I cannot invite specific internal collaborator into the shared Box. what I should check ? Please advice.

  Hi.

  The message is as follows :

  I understood that the users has no full access into the Box, but why I cannot invite him whilst the other internal user I can invite it without any problem.
