Can't transfer admin ownership "You do not have permission to confirm this administrator transfer'

I have tried several times to promote another Box user to admin and transfer that role from myself (I am the current admin). Every time I get the email confirmation link, it says "You do not have permission to confirm this administrator transfer."

Troubleshooting steps I've tried with the same result every time:

1) Log out of Box and back in. Cancel and re-submit admin change request in the admin protal.

2) Using incognito browser tab to re-initiate entire process. Pasting link from email into same incognito window.

3) Elevating target user to group admin and then co-admin and trying again. 

 

What do I need to to transfer admin?

    I have this same issue.  Should I also open a ticket for this?  If so, what category for the ticket?
