I am receiving an error message when trying to share a folder

I am receiving an error message that reads: "Inviatations could not be sent to the following people because collaboration is restricted to their enterprise's collaboration allowed list."

I went into the folder I am trying to share -> settings -> collaborators and all the options look correct. This has never happened before.
