400 error when updating login via API (raw request and Okta as UI)

We're trying to automate updating our User IDs from our old domain to our new one. When trying to update it, it returns a 400: Bad Request:

Incidentally, the link for support documentation given now goes to a 404, but this is what we found about that endpoint.
We've tried doing it a couple of ways, both as a raw request and using Okta's Box porcelain to make it run, but nothing has worked yet. The emails given are valid formats and are verified on the Okta side. We can also use the same email addresses as notification emails with no issue, we get in a verification email as expected.
