Adding new user and the confirmation link is expired

I add the new user, seconds later they get the link confirmation and once they click it immediately says the confirmation link has expired. I had them do a password reset to initiate another confirmation email link and THAT comes in and says it's expired. Whats the deal?? We are authenticating using our Office365 tenant.
