    Welcome to Box Community and glad to assist! 

    It seems that managed users are unable to create their folder due to your Enterprise's setting. 

    To verify, go over to Admin Console> Enterprise Settings> Content & Sharing tab
    Scroll down to Content Creation> Restrict Content Creation. 

    When its checked, only Box Admin and Co-Admins can create and delete folders, files, and bookmarks at the root level of your Box instance.
