Max number of users in Developer Account

HI,

 

What is the maximum number of user accounts allowed to create in box developer account. I see 1 seat. But I could not find how many users allowed per seat. I need to test with bulk records and want to know the limitation.

  For a developer account, the limits are 1 Managed User and 25 App Users.
