delete a user but still found that user as external user

i am trying to force delete the user and it says user has been deleted but still the user remains as external user who is not shown in admin console but he is found to be external user when i tried to create him with same id it give me 409 error saying the user exist as external user. when i try to login as user it says the account has been deactivated.
