Changing Access Level

As Admin, I am going into Users & Groups and attempting to change the access level for a user from Viewer to Viewer Uploader or Editor.

The folder I want to change does not have a check box next to it, and does not allow changing the access level.  Other folders do have check box.

Attached is a screen shot.
