Quota exceed notification
Files unable to sync as the notifications says quota exceeded. This is even after removing all files from box cloud

The issue with your upload and storage might be related to what is described in this article:
I went ahead and ran a script that will recount all of the files and how much storage is being used in your account.
You should now be able to sync new files again and see the correct storage available in your account. Please let me know if need additional help.
