Redesign folder structure so its easier... - request from users

So, I'm fairly new to Box, and the company i'm working at now. I recently got pushed a project simply called 'Box Project' - with very vague direction on what success should look like for this project.

What I believe they are looking for is a redesign of thier folder structure. Normally I'd say sure, lets move some files/folders around and here we go. But Share's make life more interesting.

Is there a 'best practice' for doing a complete folder redesign out there? It's honestly a mess today - everyone had the ability to create folders anywhere, very little was locked down - ad what was has shares to people that should not have access to it.

Files are saved wherever with little thought to what is in the file... Sales data? I'll put that in my 'user' folder and share it out - because I can....

I know this project is going to be more about getting my users trained on File Structure and keeping things neat and clean - but beyond that what have people done for a complete redesign?

Looking deeper into this - I think what they really want to do is move from the original Open Folder to a Closed Folder.... but I worry that doing this i going to end up causing some folders/files to be lost in the shuffle.
