I am a co-admin and cannot edit some users.

Welcome to Box Community and glad to help!
Please confirm if you have permission to edit your managed user's settings.
Here's how to check:
- Login to box.com and navigate to Admin Console> Users & Groups.
- Hover over to your profile and click on it.
- In Edit User Access Permissions, under the Co-Admin section see if the files and folders is checked.
If not, please reach out to your Main Admin to help you modify your Co-Admin permissions.
