Is it possible to share or copy annotations between file versions?

When uploading a new version of a file, is it possible to copy all annotations from the previous version and apply them to the new version?

  I believe so, however we're not using the API to generate the annotations.  I'm referring to the options that are available in the embedded preview of a file.  After selecting text in an embedded preview, I see two options: "Highlight Text" and "Add Comment to Highlighted Text".
