Unable to upload 17 files, the suggestion states they could be open of this device or another however I've restarted all devices and signed out and back in on all devices.

Can you please try disabling your anti-virus and try re-syncing your files for next steps, just click the 'Retry All' to re-sync those files.
We have seen this happen in other cases when the user's anti-virus interferes with Box Drive. It seems that it is expected behavior when you have "HP Wolf Enterprise Security". I recommend working with your IT Team or IT person, and let them know when anti-virus softwares interferes with Box Drive, it is possible to exclude the Box Drive root folder or "mount location" (C:\Users\Me\Box , /Users/Me/Box , or /Users/Me/Library/CloudStorage/Box-Box) from scanning.
