Why can I add metadata to existing files, but not on files I create via making a copy of an existing file?
When I click on an existing file that was created by another user, I can sometimes see the metadata icon, read the metadata, and edit it. (see below)
But on files that I have created via making a copy of an existing file, I cannot add metadata (see below).

Please be advised that "Metadata" is a feature available to Business Plus, Enterprise, and Elite accounts. I've checked your account, and I see that your profile is linked to a Personal Free Box, due to your account type, adding Metadata on files that you own will not work.
