Can't Add Collaborators - 4 Days No Support Help, Paying People to Sit....

Rant: Hoping someone here can help! It has been 4 days of trying to add 2 team members! Support has been extremely slow, they send a "solution" non-US times then check out until the following day. Their solution "uncheck box to see if it works" it doesn't, paying 2 people to sit all day and do nothing! 

Issue: I begin to share a folder and when I type the first letter of the person's email the yellow pop-up occurs. I have tried  in admin "Restrict External Collaboration"

  If I continue with the email and press send, this is the pop-up I get.
