We recently released the option to cascade a Manual Start workflow to apply to the entire folder tree. When a Manual Start workflow is set up at a particular folder level and the cascading option is chosen, the workflow will be initiated when the workflow trigger event occurs anywhere in that folder or any lower folder levels.
