Do users with viewer access have to have be added as paid users under my enterprise?

I would like to create a folder for multiple user to have view/download access but I don't want to pay for additional users on my account. Is this possible?

  Welcome to Box Community and glad to help! 

  You can choose to create an open/public shared link (for your colleagues to preview and download your files/folders) or only invite existing Box users to your files/folders as your collaborators.
