Japanese callback parameter of webhook v1 is garbled

Japanese parameter is garbled.

callback parameter of webhook v1 has "#item_name#". Then a file that has Japanese file name, "私のファイル", is uploaded but webhook posts "??????" as parameter of "#item_name#" to my system.

I tried decoding with Shift-JIS, but it didn't work.
