Folder for File Requests Only

Our support team often requests documents from customers that can contain sensitive information. I'd like to create a folder that my staff cannot accidentally share with customers. 

They should ONLY be able to create a file request so that documents can be put into this folder and only downloaded by our internal staff. But the folder should never be accessible to people outside of our organization with the exception of uploading documents. 

Is it possible to configure these settings in Box? I have toyed with the settings and this does not seem possible.
