Upgrading to Business plan with 10 existing "Collaborators"

If we upgrade to a Business plan monthly:

1. Will we be charged $20 per collaborator per month? X 10 = $200.00 monthly.
2. If we select the minimum of 3 users, what happens to the collaborators access to the Box account? Will only 3 out of 10 have access?

The difference between a user and a collaborator is not clear, especially when it comes to billing.  Please advise.
