Reducing seats

This should be a simple process.  Why make it so difficult? My account profile lists collaborators and it's easy to add and delete them.  Why is there no option for reducing seats?  Shouldn't the collaborators listed be reflective of the users of the account?  Some of our staff are no longer with the firm.
