Regarding license issue and how to switch of user role

We are in trouble two things. One is regarding a license, the other one is how to switch the user role from "member" to "share administrator".
Issue 1 (License issue)
-We have attached the screen shot, so please see that. If this issue 1 is not solved, we guess issue 2 is also not solved.
Issue 2 (Regarding switching of the user role)
-We tried a user to switch the role from "member" to "share administrator", but it was failed, so we deleted the user on Box Enterprise once.Then we tried to add the user again to choose the role "share administrator", but we could not do that and isse 1 is showed.
Please create a ticket or let us know how to solve these issues.
