When you follow the steps in Transferring Admin Privileges to Another User, and click the confirmation link, the admin may receive the error "You do not have permission to confirm this administrator transfer".
Root Cause
This error occurs when the email domain for either the the NEW or OLD admin is not verified via Domain Management setting. To transfer the admin privilege from one to another, all emails (both primary and alias) for both the NEW and OLD admin have to be "verified".
