Access is Denied on CLI bulk-file-path command

I'm trying to test load a few metadata values via a .csv file using the '--as-user' option. I get the 'Access is Denied' message right away. The first time it happened I moved the .csv file from my local drive to a shared drive and that solved the problem, but today I am back to getting that message.

   I'm not sure this has anything to do with the location of the CSV. Can you share the full command you are running?
